XIII Meeting of the Board of Governors of the Joint Venture "Uzbek-Turk Test Markazi"
    
The XIII Meeting of the Board of Governors of the Joint Venture "Uzbek-Turk Test Markazi" has taken place during 7-8 of July 2010 in city of Ankara (Turkey). The venue was organized by the joint collaboration activities between the Uzstandard Agency (Uzbekistan) and the "Turkish Standards Institute” (Turkey).
     The Uzbek delegation was headed by the Deputy Director General of Uzstandard Agency - Mr. Rustam T. Khusanov. Within the meeting agenda the participants have visited the "Turkish Standards Institute" and held a series of meetings and discussions with the President of the Turkish Standards Institute - Sir Tahir Buyukhelvazhigil, as well as the Board of Governors of the JV.

     During the bilateral negotiations Director of JV – Mr. Mirsamad M. Saidov, has presented for the review of the Board of Governors the annual report of 2009. In addition, the members of the Board discussed the prospect strategy of the JV for the upcoming year.
      With the aim of learning the Turkish practice of the development of national quality infrastructure, the Uzbek delegation have visited a number of testing laboratories of the Turkish Standards Institute in Ankara and have familiarized with their activities.  
The overall progress of the meeting of the Board of Governors was valued as satisfactory and well organized.

The Agreement between China National Accreditation Service for Conformity Assessment (CNAS) and Agency for Standardization, Metrology and Certification of Uzbekistan
The Uzstandard agency is actively participating in bilateral cooperation with the aim of developing strategic partnership and creating favorable conditions to support trade between the Republic of Uzbekistan and People's Republic of China.  Therefore, on 9thof June the International Accreditation day, the Agreement between China National Accreditation Service for Conformity Assessment (CNAS) and Agency for Standardization, Metrology and Certification of Uzbekistan on Cooperation in the field of Accreditation has been signed in Tashkent, Uzbekistan during the official visit of Chinese leader Hu Jintao to Uzbekistan on 9 – 11 June 2010.

3rd International Forum “TQM Uz-2010”
     In April 21-22, 2010 at the Hotel “Dedeman Silk Road” Tashkent, Uzbekistan  was held the 3rd International Forum “TQM Uz-2010” themed ”Quality on the Road to Economic Development” organized by the  “Uzstandard” agency in association with  Committee for Protection of Nature, Chamber of Commerce and Industry of Uzbekistan,  The International Association of Quality Managers and Auditors “MAMAK” (Kazakhstan), ”InterSert consulting Tashkent”  with support from “SGS Tashkent” and GTZ German Technical Cooperation Representative Office in Tashkent.
     More than 150 managers on quality and experts as well as internationally acclaimed quality experts took part in the event.  The keynote speakers of the Forum were: Dr. Gregory H. Watson, President of International Academy of Quality, member and former president of American Society for Quality and Roland K. Jahnke Director of German Logistics Company Deutche Post Word Net, DHL, and member of Select Committee of Malcolm Baldridge Award the American national quality prize, Mr. Konstantin Timoshechkin, Manager of Certification System and Services Department of SGS in Eastern Europe.
     In connection with the main theme of the Forum, speeches delivered in the  following topics:
- “How to use quality to  improve  financial efficiency of a company”,  Dr. Gregory H. Watson;
- “Continuous improvement in your organisation: conception, application and management”, Roland K. Jahnke;
- “Systems approach to management - assurance of business stability”,   Mr. K.Timoshechkin;
- ”Current state of affairs, problems and prospects of introducing international standards of ISO in the Republic of  Kazakhstan”,  Mr. A.Abdurakhmanov;
- “Introducing QMS at the enterprises: Measures implemented by the “Uzstandard” agency”, Mr. A. Yuldashev
     The Forum participants with great interest have received speeches which in turn became a starting point for extensive discussions among them. 
     It should be noted that, this event has been develop into the prominent occasion among industries leaders and quality experts in Uzbekistan, providing chance to share know – how and reassess quality infrastructure development. Thus, the Forum has accomplished its core  objective and facilitated creation of national roadmap for quality.

The 3rd meeting of Uzbek – Czech intergovernmental commission on economic, scientific – technical cooperation
     The Uzstandard agency’s international cooperation activities have reached to another successful turning point. On 25th of August 2009 the 3rd meeting of Uzbek – Czech intergovernmental commission on economic, scientific – technical cooperation was held in Tashkent. Within the framework this significant event prospects of future co-operation in the fields of standardization, metrology and testing has been discussed between leaders of Uzstandard agency and Czech Office for Standards, Metrology and Testing.
     To mark the establishment of a close collaboration and partnership director general of Uzstandard Mr. Abdukahhar A. Abduvaliev and Mr. Milan Holeček has signed Cooperation Agreement between the Uzstandard agency and Czech Office for Standards, Metrology and Testing. We believe that the Cooperation Agreement shall pave the way for further collaboration between Uzstandart and Czech Office for Standards, Metrology and Testing and bring fruitful results.
      During his time in Tashkent Mr. Mr. Milan Holeček the president of Czech Office for Standards, Metrology and Testing had meetings with Uzstandard’s management team and visited testing laboratories to discover more about Uzstandard and its activities in the development of national quality infrastructure.

Visit of Uzstandard delegation to Singapore
     With the aim of implementing the Cooperation Agreement signed between “Uzstandard” agency and Standards, Productivity, and Innovation Board of Singapore (SPRING SG) on the 25th of January 2007 in Singapore, the delegation of the “Uzstandard” agency headed by the Deputy Director General – Mr. Aziz H. Yuldashev has visited SPRING SG during 14th-18th of August 2009.
Within the framework of this visit, number of meetings and discussions were held with Mr. Teo Nam Kuan - Group Director Quality and Standards, and Mrs. Susan Chong - Standardization Director, during which Singapore side has provided detailed information on history of the establishment and the functions of the organisation, main priorities of economic strategy of Singapore, facilitation of implementing new technologies and the best practices in the SPRING system, as well as general information on the Singapore standards development procedure and the activities of Technical committees. Moreover, the “Uzstandard” delegation has accomplished a visit to the Singapore Accreditation Council (SAC), where it has been introduced to the main development stages of Singapore accreditation system and the core tasks of this SPRING division. In this regard, the Uzbek delegation has proposed the following cooperative activities: regularly exchange of information, normative documentation in the fields of standardization and accreditation, carrying out of joint seminars, trainings and other courses in Republic of Uzbekistan and Singapore respectively, as well as to carry out of joint assessments of testing laboratories and mutual recognition of accreditation procedures, test reports and certifications.

The Meeting of heads of national bodies for standardization, metrology and certification of CIS member states
     The Meeting of heads of national bodies for standardization, metrology and certification of CIS member states (34th session of the Interstate Council on standardization, metrology and certification) was held in the city of Kiev (Ukraine) during 10-12th December 2008. The representatives from the “Uzstandart” agency were also part of the Uzbekistan delegation who has participated in the working session. The session agenda included more than 30 topics. Among them were topics on: «Economic development strategy of the Commonwealth of Independent States until 2020»; «Implementation of the Resolution of the Council of government heads of the CIS states, regarding nominations for the contest “Award of the Commonwealth of Independent States for the achievements in the field of quality of products and services”, «Draft agreement on basis for harmonization of technical regulations of the CIS member states;" Activities concerning the creation and phased implementation of Integrated automatic information systems EACS, etc.”
     The materials of 34th  session of EACS will be available for the reference at the Information-enquiry center of the “Uzstandart” agency, alternatively the materials in the digital format will be placed at the EACS website in the near future (http://www.easc.org.by).

European Union’s new EuropeAid project of technical assistance to Uzbekistan in the field of standardization launched in Tashken
Under the name “Institutional Development of Uzstandard Agency”, a new two-year project of technical assistance in the field of standardization, accreditation and conformity assessment (inspections, testing and certification) commenced its operations in Tashkent.
 This project is funded by the EuropeAid programme under which the European Union offers its support to the implementation of the “Partnership and Co-operation Agreement” (PCA) between EU and Uzbekistan.
 The first EU experts started arriving in Tashkent in October 2007 for the first meetings with the main beneficiary Uzstandard. Today, on 16 November 2007, the project is being for the first time publicly introduced in Uzbekistan, on the occasion of the international conference organized by the Committee on Industry, Construction and Trade Issues of the Legislative Chamber of Oliy Majlis of the Republic of Uzbekistan, jointly with the EuropeAid project «Extended Support for the Implementation of the PCA between EU and Uzbekistan, SIPCA-III». The conference held in Tashkent’s NGMK Business Centre is covering an important topic of “Technical Regulations”, the topic which is very close to standardization, the main subject of this new EU EuropeAid project in Uzbekistan.
 This new project - “Institutional Development of Uzstandard Agency” - will be implemented in Uzbekistan by a European consortium consisting of BSI, the “British Standards Institution”, the consortium leader, AETS, “Application Europeenne de Technologies et de Services” of France, and ICON Institute of Germany
The main beneficiary of the project from the Uzbekistan side will be Uzbek Agency for Standardization, Metrology and Certification.
